"Apple" claims of discrimination

On Thursday, the CEC registered the list of candidates for the State Duma of the Sixth Convocation nominated by the parties "Apple" and "Patriots of Russia". However, the "Yabloko" still complain, demanding to cancel the procedure of collecting signatures as discriminatory.

"For the first time since 1993, all registered parties will participate in the State Duma elections", - told reporters today, the CEC secretary Nikolai Konkin. The last members of the race became "Apple" and "Patriots of Russia". Thus, the election will take part in the seven registered parties, including the three parties that have no representation in the Duma.

The latter, in contrast to their more fortunate colleagues, had to prove their right to participate in elections, collecting signatures of voters. Total needed to collect 150,000 signatures - and the task of the Party as a whole managed.

The first of the non-parliamentary parties, which became a full participant in the race, was "just cause", who has passed the 160 000 signatures. As a result, CEC test showed 3.91% of invalid signatures (for registration must have at least 5% of invalid signatures), so that, as stated by the CEC, the required number of valid signatures "of the examination in the presence of a political party" Right Cause "is ".

"Apple" presented to the CEC for review signatures 157.491 thousand, of which unreliable and invalid signature was found 691, accounting for 2.3%.

But the "Patriots of Russia" almost failed the exam, less responsibly approached the question of their quality. The check results were rejected 4.45% of signatures.

However, in the "Apple" were unhappy with such a fortunate outcome for the party. "Today, the CEC registered the party" Yabloko "in the elections to the Duma, but it was preceded by a process of collecting signatures - monstrous in its gravity work. Collection - is not only a signature, and passport information, that all the sophisticated requirements of electoral law, this rule is essentially discriminatory "- said the leader of the party" Yabloko "Sergei Mitrokhin. "The procedure for collecting signatures not only discriminatory, it's cudgel against unwanted parties, the opposition, so this procedure should be abolished. I hope it will be repealed at the next election," - said Mitrokhin.

Mitrokhin support and leader of the "Patriots of Russia" Gennady Semigin, who believes the collection of signatures - it's the day before yesterday. "On the one hand, the support of voters. And although the special problems we had, but the procedure is very complicated and difficult," - he said, complaining that at the start of the parliamentary election campaign and non-parliamentary parties have different capabilities.

This issue was raised not the first time, but still has not received approval. Including the part of the State Duma deputies. On the one hand, why not facilitate small parties access to voter. On the other hand, politics is not about charity, and not horse racing, where weak competitors are granted exemptions. And by the parties, it seems unlikely to want to feel as flawed. Let's just say, if, again, an analogy to sports, beginners or potentially weaker competitors must undergo a preliminary round to prove his right to fight the masters. And the collection of signatures, this is the test potential party.

In addition, changes in electoral law have given hope for the small parties from entering into the State Duma. This reduction of the next election vote threshold to 5 percent (and, it seems that this is not the limit), and the possibility of parties that win more than 5 percent in the upcoming election to get the vacant seat in the lower house of Russian parliament.
