Dmitry Badovsky: "In the post-crisis phase of the state's role will increase"

- First of all, if we talk about the forum, the forum is needed and necessary. It must be permanent, and I think that the success of the Yaroslavl conference will contribute to this. This thing is pretty obvious.

There is a fairly large number of sites for economic forums, but it is clear that even in times of crisis we are talking about larger things than just the problems in the economy or debate on the formulation and adoption of economic crisis management measures.

The current crisis has removed all questions about the role of the state, that it is an institution which plays a major crisis management role. And the post-crisis phase the state's role would be quite clearly increase.

The crisis has raised the following questions: how will continue to develop capitalism, what will happen to society, in particular, with the consumer society, as the interdependence of states is growing not only in economic terms - of course, that everything that happens in one country or another, very quickly affect the other countries - in politics, in social, security, ranging from migration and international crime and ending the economic viability of the state, which becomes a big problem for the neighbors, to other countries.

Our conflict with Ukraine, from this point of view, quite revealing: when internal political and economic problems of the state becomes a problem not only for us but for the whole of Europe.

My first thesis is that many economic areas, and sites where you can discuss more serious fundamental questions, not enough.

In organizing this forum and inviting to a discussion of representatives of Western countries, developing countries, which had a lot on this forum, Russia declares its readiness to engage in dialogue on all these issues and make some general approaches, not only in terms of what to do, but in terms of value systems.

With regard to statements of Russian President Dmitry Medvedev, here the main point was it when he talked about the role of the state. And it is very important that capacity, the viability of the state, its values and sovereignty remain the most important in the world.

It is important that it is now becoming clear and understandable for everyone - the speech of Prime Minister Jose Luis Zapatero and Prime Minister Francois Fillon were in this sense, very revealing.

Another important topic about which the President said, the standards for good governance, standards of democracy. This is becoming a key, especially after all realized that the role of the state grows. Naturally, this topic will be one of the discussions.

I think that the next forum will be devoted mostly to this issue.The notion of democracy, about how society should develop as they should develop the political system taking into account the fact that finally it became clear that the state does not disappear is not going anywhere, and remains a central institution of social organization.

For example, in the U.S., where Obama's plan to reform the health system, which provides a clearer state regulation and suggests additional social guarantees for the poor. The plan is facing fierce criticism from the opposition on the part of "Republicans", not only for some specific parameters of the plan, but the question that America becomes a socialist state can not allow socialism that Obama is destroying democracy.

It is clear that the President's speech was focused on the upcoming summit of Big Twenty, where they will discuss not only a package of measures, but also a wider range of issues that will be of a post-crisis world and how the state should proceed.

Another very important aspect of the call made in a speech the president - is to discuss a new treaty on European security. The reaction of premiers of Spain and France were quite positive and I think that, given the fact that Spain will be led by the European Union from January 1 next year, probably this issue will be one of the key in the coming year in relations between Russia and Europe.
