In Moscow, orphans will receive housing on a priority

At the meeting on Wednesday Mosobldumy deputies passed the Law on Amendments to the Law of the Moscow region "On ensuring additional guarantees of social support for orphans and children left without parental care, and providing them with full government support."

The changes made imply that the Moscow region, orphans and children left without parental care, as well as being in foster care will be provided with housing outside of the queue and get an apartment, not lower than the social norms established by the legislation suburbs.

Minister of Education of Moscow Region, Galina Popova said that, in accordance with Article 9 of the adopted law, such children will now receive housing a priority for the regional budget.

She also explained that the accommodation will be provided to individuals aged 18-23 years who have completed their stay at the orphanage, teaching in institutions of all types of vocational training, returned home after serving in the army, as well as from prison.

They are in order to qualify for free housing, should not be assigned to a premises or to be recognized as in need of shelter, said Popov.

She also told me that today in the suburbs there is a shortage of funds needed to provide graduates of orphanages apartments. These goals requires more than 228 million rubles, while the regional budget for 2006 provided only 61.9 million rubles.

"We need to provide apartments to 87 alumni who have graduated from an orphanage until 2005, 13 graduates in 2005 and 120 graduates in 2006" - added Mr. Popov. Reports Interfax
