Arbitration offered to punish its citizens for minor infractions without sometimes lengthy court procedures. This initiative was made head of the Supreme Arbitration Court (IAC) of the Russian Federation Anton Ivanov.

According to him, to punish the ruble is not paid on time for a tax or penalty for violation of traffic rules may well be government officials. "This is about the introduction of pre-trial procedures. They need to release the courts from non-core functions" - "Ivanov said.

In that case, if one considers the application to him an unjust punishment, he may appeal to court, says the head of the EAC. "Pre-trial procedure - not a substitute for trial, but only the first stage of the proceedings. If a person agrees to the punishment, then it would go no further" - said Ivanov.

"In general, my position is: we need to create administrative procedures for collecting fines ... If the procedure is properly developed, the number of cases in courts will be reduced. Less become meaningless process, where everyone agrees with all but required to plead. More will be time to consider the fact complex disputes. So in the end justice will win "- says the head of IAC, is writing about" Rossiyskaya Gazeta ".

Note that currently prescribe penalties may be more than 60 monitoring organizations. As explained in the Federal Bailiff Service, most of the performance penalty comes from the immigration service, customs and traffic police.
