In Russia impose severe restrictions on the adoption of children orphaned by the Americans and actually shut the door to a majority of U.S. citizens wishing to adopt Russian children.

Last year, Russia has tightened rules for accreditation of adoption agencies, and has not yet renewed license to operate some 50 U.S. agencies that previously operated on the territory of Russia. The one-year license last two agencies working in the country, due to expire on April 11.

"With such a situation - where no one agency is not accredited - we have never experienced," - said Tom Difilippo, president of child welfare Joint Council on International Children "s Services.

He said the outage could last several months. Difilippo argues that the problem is mostly "bureaucratic" because Russia did not provide agencies the necessary paperwork and forms to meet the tightening of rules.

In 2004, from Russia to the U.S. was sent to 5865 orphans in the past year, this figure had fallen to 3706, notes USA Today. The number of foreign children adopted by Americans from 1992 to 2004 was at the peak, but later dropped, as some countries are tightening restrictions, and the practice of adoption in other closely investigated.

China, since 2000, formerly the country's number 1 for American adoptive parents, also tightens requirements for adoptive parents: in May this year the adoption becomes impossible for those Americans who are not married, has a homosexual orientation, obese, and taking anti-depressants, and and for persons over 50 years and the poor.

With regard to adoption practices in Guatemala in March of this year, followed by a warning from the U.S. authorities have declared that documented evidence of document forgery and the smuggling of Guatemalan children in America with a view to adoption. Guatemala has promised to tighten control in this area.

At the same time, Vietnam has lifted a ban on adoptions by U.S. citizens, while Ethiopia increases the quota. According to the National Council on adoptions in the U.S. each year is adopted by a total of 150,000 orphans, both American and foreign. Tells
