UN Security Council demands withdrawal

August 20 2008

UN Security Council requires the consent of Russia and Georgia to a ceasefire and immediate withdrawal of Russian troops from Georgia, Reuters reported citing a draft UN Security Council resolution. The draft resolution, prepared by Western diplomats, calls for the withdrawal of Russian troops to the line prior to the outbreak of hostilities.

The project, which will be discussed later on Tuesday at the UN Security Council consultations, also calls on Georgia to return its troops to their places of permanent deployment. The document also mentions the need to respect the "territorial integrity of Georgia within the borders recognized by the international community."

Earlier, Reuters reported that Western diplomats drafted a resolution on Georgia, as an alternative, "Medvedev-Sarkozy plan." Russia and France agreed on Aug. 12 at the talks in the Kremlin six principles for resolving conflicts in Georgia. Among them - do not use force, cessation of all hostilities, allow free access to humanitarian aid, Georgian armed forces must return to their places of permanent deployment, the Armed Forces - to go on line before the start of hostilities.

In this case, before the creation of international mechanisms the Russian peacekeeping forces will take additional security measures. The sixth principle - an international debate on the future status of South Ossetia and Abkhazia and ways to ensure their safety. To match this plan for Moscow and Tbilisi have flown the French president. Met with the Georgian authorities and the French Foreign Minister Bernard Kouchner, RIA News .
