Russia has refused to adopt a new resolution on Georgia

Russia's permanent representative to the UN Vitaly Churkin said that Russia could not support a UN Security Council resolution on Georgia, as proposed by Western diplomats, RIA Novosti reported. The draft UN resolution requires the agreement of Russia and Georgia to a ceasefire and immediate withdrawal of Russian troops from Georgia, said earlier Reuters.

The draft resolution, prepared by Western diplomats, calls for the withdrawal of Russian troops to the line prior to the outbreak of hostilities. The draft also calls on Georgia to return its troops to their places of permanent deployment. Churkin said the resolution should unite and support the plan proposed by French President Nicolas Sarkozy, consisting of six points. This document was signed by both Russia and Georgia.

Based on the fact that the draft resolution does not meet this requirement, "the Russian Federation could not support (it)," said Churkin. Russia, a permanent member of UN Security Council, has veto power in decision making. However, reports on current consultations Sat not planned to vote. Russia and France agreed on Aug. 12 at the talks in the Kremlin six principles for resolving conflicts in Georgia.

Among them - do not use force, cessation of all hostilities, allow free access to humanitarian aid, Georgian armed forces must return to their places of permanent deployment, the Armed Forces - to go on line before the start of hostilities. In this case, before the creation of international mechanisms the Russian peacekeeping forces will take additional security measures.

The sixth principle - an international debate on the future status of South Ossetia and Abkhazia and ways to ensure their safety. To match this plan for Moscow and Tbilisi have flown the French president. Met with the Georgian authorities and the French Foreign Minister Bernard Kouchner.
